Toolkit for Conflict Management and Resolution (2022 – 2023)

In 2022, under the Communities Building Peace Together (2018-2023) USAID program in Guatemala, Partners worked closely with the National Civil Police (PNC) of Guatemala to design a Toolkit on Conflict Management and Resolution to strengthen civil police officers’ community work.

This effort focused on addressing the factors that erode trust between communities and civil police. Through a series of learning workshops Partners trained police on nonviolent strategies to transform relationships with the community and deescalate potentially violent situations. This comprehensive program was turned into a toolkit, which was used in follow on training of trainers (ToT) workshops with PNC officers from a diverse set of municipalities. Partners hopes to be able to replicate the work in more regions across Guatemala, ensuring conflict transformation tools are accessible to the broad scope of Guatemalan state security ranks.

See below to view the full toolkit which is divided into the following six modules:

  1. Territorial Context Understanding
  2. Conflict Analysis
  3. Strategic Intervention (Dialogue, Facilitation, Negotiation)
  4. Expanded Collaboration
  5. Strengthening the Police Psychosocial and Emotional Wellbeing
  6. Documenting and Monitoring
