Islands of Integrity

Ana Vasilache of FPDL developed this methodology based on the highly successful intervention of four-time Mayor of La Paz in Bolivia, Ronald MacLean-Abaroa, who worked closely with Robert Klitgaard to turn around a culture of corruption in public services in La Paz during the 1980s and early 1990s. This approach is also supported by growing research on ‘islands of effectiveness’ that has demonstrated that even in countries that have poor governance and weak public sectors, exceptional, well-functioning government and government supported agencies do exist

The Islands of Integrity™ methodology was internationally recognized by a UN Public Service Award in 2011. It has been successfully implemented in more than 12 CEE/SEE countries and 25 local governments.
