Facilitate Citizen Involvement

Partners utilizes participatory methodologies to transform dormant or ineffective legislation into living, responsive public policies that build democratic communities. Utilizing cooperative planning, facilitated meetings, or other forms of cross-sector dialogue, Partners empowers its constituents to embrace existing legislation as an opportunity to advocate for their interests through official channels. The inclusion of government officials in these processes provides the legitimacy necessary to effect sustainable change, and the cross-sector cooperation often yields community improvements beyond what one group could accomplish on its own.

Highlights of Partners' work in facilitating citizen involvement in public policies include:

  • Partners-Argentina utilized a cooperative planning process to implement legislation mandating citizen participation in public safety, resulting in the creation of neighborhood public security forums in several communities in Buenos Aires Province. Click here for case study.

  • Under Partners' Southeastern Europe Municipal Development Program, a Montenegrin team of participants facilitated unprecedented public forums that convened municipal officials, NGOs, businesses, police and citizens in four municipalities to develop recommendations on a draft law on local self-government. The Montenegrin Ministry of Justice is reviewing the recommendations, and the municipalities plan to adopt the process for future decision-making. Click here for case study.

  • Serb participants from Partners' Southeastern Europe Municipal Development Program used skills and resources from the program to redefine how small businesses are formed. Through facilitated meetings between local government officials and businesswomen, they were able to revamp municipal regulations to better serve entrepreneurs and the local economy.Click here for case study.

  • Slovenian participants from Partners' Southeastern Europe Municipal Development Program succeeded in changing regulations for the operation of city contractors through facilitated sessions that greatly improved the coordination between city government and local contractors.
