New Policy
Partners identifies opportunities to introduce new legislation or include new amendments in existing legislation that sanction mediation or citizen participation processes. Through its outreach campaigns and provision of local dispute resolution, ethnic conciliation, and citizen participation services, Partners educates communities about the value of these processes and the need to institutionalize them in government policy. Partners also works with local and national policymakers and decision-makers to cultivate official support for new legislation. Finally, Partners drafts policies and recommendations and presents them to national Ministries, local government officials and policymakers for review.
Highlights of Partners' work in creating new public policies include:
- Partners-Hungary has led the National Mediation Association in efforts to
institutionalize mediation in the country, including drafting
a mediation act regarding medical malpractice for the
Ministry of Health, and presenting recommendations to
the Ministry of Justice on the inclusion of mediation
in the national Civil Code to professionalize mediation
services and protect mediators' rights and independence.

- Partners drafted a preliminary Mediation Statute in Kosovo to create a profession of mediators trained in accordance with international standards and ethics, and to sanction the use of mediation in all types of civil disputes in the province.
- Partners drafted commercial mediation legislation for the Ministry of Justice in Albania, under a World Bank contract.
