Government officials worldwide are under increasing pressure to govern more transparently, accountably, and effectively. Communities need competent government representatives that respond to citizens’ needs and include them in planning and decision-making. Rapid government decentralization results in increased responsibilities for local decision-makers who are often inexperienced and under-resourced. Within this context, strengthening the skills of government and official institutions to provide services, work with constituents, and manage conflict is increasingly important.

Partners works with local government officials, national government ministries, social service agencies, police, prisons and other institutions to enhance leadership and management skills, resolve community conflicts, increase citizen participation in local decision-making, and improve transparency and accountability. Through training programs, cross-border transfer of expertise, and government-NGO partnerships, Partners strengthens government and state institutions’ ability to manage change and improve the quality of constituent services in a participatory and inclusive manner.
