government ministries, social service agencies, police,
prisons and other institutions to enhance leadership and
management skills, resolve community conflicts, increase
citizen participation in local decision-making, and improve
transparency and accountability. Through training programs,
cross-border transfer of expertise, and government-NGO partnerships,
