Citizen Participation Program:
Moldova
As a partner with IREX
under a USAID grant, Partners for Democratic Change is undertaking
the training aspect of the Moldova Citizen Participation
Program (CPP). CPP is a training, mentoring and grant giving
program which is empowering and assisting average citizens
and citizen groups to use democratic processes to create
tangible and positive change in their own local communities.
Building the capacity of local communities, CPP is developing
and training a regional network of NGO hubs which conduct
outreach and provide training and facilitation to local
communities. Partners is mentoring twenty-four local trainers/facilitators
throughout Moldova, and these local experts in turn are
guiding communities through the mobilization process—from
planning to implementation, monitoring and evaluation.
In 2005, Partners-Romania
conducted five Trainings-of-Trainers (TOT) for the local
trainers/facilitators and IREX staff in Moldova. The TOTs
focused on:
Communication
Facilitation
Cooperative Planning/Community Forums
Working with Diverse Stakeholders
Conflict Management/Group Processes
Project Design and Planning
Cooperative Advocacy
These trainings proved instrumental in enabling these
individuals to effectively work and collaborate in supporting
and facilitating participatory processes in CPP communities.
In 2006, Partners' role in the Citizen Participation
Program focuses on conducting Training of Trainers (TOT)
and hosting study tours for the IREX-Moldova trainers,
six regional hub coordinators, IREX Chisinau staff and
CPP grant recipients. In February, Partners Bulgaria Foundation
hosted a study tour for Moldovan participants. To see
a case study, click

conducted a TOT on advanced training methodologies and
design for 30 trainers involved in the CPP, to further
strengthen their skills in promoting citizen participation
in their communities.
Ten Moldovan NGO leaders learned about Polish Civil society groups' successes in poverty reduction strategies, during a six day study tour earlier this year. The tour was organized by Partners for Democratic Change & IREX and was facilitated by Partners-Poland. Click here to read an informative case study. Participants learned of the work of 14 Polish organizations and opportunities for new cross border initiatives were created.
