IQCs

U.S. government agencies can quickly engage Partners’ services through a simplified procurement process using the following indefinite quantity contracts (IQCs):

  • BRDG: Building Recovery and Reform Through Democratic Governance
    2005-2013 with Chemonics International

Fragile jeopardize their citizens’ livelihoods, pose a threat to international security and create space for illicit activities. Improved governance and better democracy are prerequisites for tackling development challenges such as poor economic growth, disease, and environmental degradation. The BRDG mechanism provides services in three primary areas: a) reinforcing legitimacy of state structure, policies, and functions; b) public management; and c) strategic policy planning and institutional reform.

 

  • ENGAGE: Encouraging Global Anticorruption and Good Governance Efforts
    2008-2013 with QED (small business set-aside)

Corruption forms a barrier between the public and the institutions that are supposed to be accountable to it. The ENGAGE IQC  supports innovative anti-corruption measures, transparency, integrity, and accountability around the world. ENGAGE is designed to help USAID missions and other agencies working through USAID (such as the Department of State and the Millennium Challenge Corporation) to rapidly procure short- and long-term technical assistance and other resources necessary to help partner countries to curb corruption. Specific focus areas include: 1) public financial, administrative and regulatory measures that promote transparency ;2) civil society  advocacy for governmental integrity, implementation of anticorruption programs and/or oversight of public functions ; and 3) incorporation of anti-corruption promotion into other sectoral/sub-sectoral areas.

 

  • ICRP: Instability, Crisis and Recovery Program
    2004-2010 with AMEX (small business set-aside)

Under this IQC, the AMEX Consortium supports USAID through task orders in the following areas:  Early Warning; Capacity-Building; Security Sector Reform; Conflict Prevention; Peace Processes; Good Governance; Conflict Sensitive- Economic Development; and Technical and Logistical Support. Partners' focus areas include: Rapid response capacities to support pre- and post-conflict activities; TA for addressing conflict, fragility, and state-building, including support to peace processes; monitoring regional trends, and establishing early warning mechanisms; strengthening governmental, nongovernmental, and intergovernmental partners to address conflict and fragility; and training on conflict mitigation.

 

  • PLACE: Prosperity, Livelihoods, and Conserving Ecosystems
    2006-2011 with ARD, Inc.

PLACE promotes transformational development and integrated landscape management through sustained, increased biodiversity conservation and natural resource management. Through PLACE, ARD and its consortium members provide targeted support to USAID missions, offices, and partners in five primary natural resource management categories, including biodiversity conservation (terrestrial, freshwater, and marine), sustainable forestry, sustainable tourism, ecologically sustainable agriculture, and the provision of ecosystem services.

 

  • SUM II: Sustainable Urban Management
    2003-2011 with AECOM (formerly PADCO)

Through this IQC, Partners and other members of AECOM's consortium can deliver technical assistance, training and advisory services in five main functional areas: (a) Urban Services Provision and Shelter; (b) Improved Local Government Management; (c) Improved Environmental Management; (d) Disaster Mitigation, Preparedness, Response & Recovery; and (e) Urban Finance and Credit Systems.
