In cooperation with Lt. Col. Birame Diop of the Senegalese air force, Partners for Democratic Change has won a grant to study the state of civil-military relations in this West African country.

With the generous support of the National Endowment for Democracy (NED), Partners will be launching an innovative program in Senegal this May. The program will study the current state of civil-military relations in Senegal, with a focus on human security interventions. This analysis, through interviews, working groups and other methodologies, will inform a descriptive report overviewing the successes and areas of needed improvement in current Senegalese interventions, in sectors like health, education and disaster preparedness. Ultimately Partners hopes to present this case study to regional leaders and interested organizations, to then translate these lessons into recommendations and strategies for improved civil-military relations throughout the region.

Partners has engaged former NED and Woodrow Wilson Center Scholar, Birame Diop, to lead this initative from Dakar. Lt. Col. Diop seeks to examine the linkages between areas of human security and national defense, to determine the constructive role the armed services can play in the development sector. Mr. Diop will conduct, with Partners experts' assistance, a series of interviews and field research with branches of the military as well as their civilian counterparts in government ministries and civil society organizations. This review will ultimately highlight the institutional structures and operations' framework for effective civil-military interactions to promote well-being, development and human security throughout Senegal and the region.
