Nadwa Al-Dawsari, Director of Partners for Democratic Change in Yemen, was hosted by the Carnegie Endowment for International Peace in March 2010 to speak on tribal conflict and conflict resolution in Yemen.
Partners Yemen is dedicated to creating a culture of change and conflict management in Yemen by addressing the root causes of the conflict including the lack of development, mismanagement of scarce resources, weak rule of law and the deterioration of traditional tribal conflict management systems.
During the discussion at Carnegie, Ms. Al-Dawsari explained that Yemen’s tribal conflict resolution system is based on consensus building and relies on honor, collective responsibility, and the ability of a tribe to govern its own members. She argued that despite its informal character, tribal customary law is comprehensive, extending beyond personal injury law to address environmental and property rights. In addition, tribal customary law extends significant protection for women’s rights. This includes allowing women to have decision-making power within the tribe and the freedom to marry and divorce.
